Solution
The user account you login with may need to have administrative rights. To accomplish this, open Control Panel, select User Accounts, Change An Account, select your login account, Change My Account Type, and then make sure Computer Administrator is checked. You must be logged in with Administrative rights to make these modifications. If you need further assistance, please contact your computer systems administrator.
